Indian GST & E-Way Bill Rule 138 Dispatch Rules

When dispatching multiple delivery consignments across a delivery fleet, compliance with Rule 138 of the CGST Act is legally mandatory:

1. E-Way Bill Threshold Limits Consignments exceeding โ‚น50,000 (or state-specific limits like โ‚น1,00,000 in Maharashtra, Delhi, West Bengal) must carry an active E-Way Bill generated before vehicle departure.
2. Multi-Vehicle / Consolidated E-Way Bill (EWB-02) If a distributor dispatches goods for multiple recipients on a single vehicle, transshipment details can be combined under a Consolidated E-Way Bill for the trip.
3. Delivery Challan (Rule 55) For supply on approval or transport of goods without immediate sales invoice, carry a serially numbered GST Delivery Challan specifying HSN, quantity, and approximate value.
4. Fuel Cost & Fleet Efficiency Optimal multi-drop routing cuts dead mileage by 20% to 35%, significantly reducing monthly operational burn for MSME distributors and delivery fleets.
